Multimodal Concurrency Pilot Project
PSRC has completed a Multimodal Concurrency Pilot Project focusing on Downtown Bellevue as a case study and proposes a transferable multimodal concurrency measurement and analysis template that jurisdictions could potentially incorporate into their concurrency management systems.
“Concurrency” for transportation facilities is defined by state law to mean that any needed transportation improvements or programs be in place at the time of development or that a financial commitment exists to complete the improvements or strategies within six years.
In 2008 the Legislature funded a study of multimodal concurrency to further explore methods of quantifying alternative transportation modes and incorporate them into local concurrency management programs. In response to this legislative proviso, the PSRC and City of Bellevue collaborated with King County Metro to develop multimodal measures for peak and off-peak periods; a concurrency approach for the Bellevue regional growth center; and a strategy for integrating all modes (roadways, transit, ferries, walk, and bike) into considerations for sustained mobility.
