GROWTH MANAGEMENT POLICY BOARDS

CALL TO ORDER
The meeting was called to order at 8:40 a.m. by Councilmember Dave Earling, Chair of the Transportation Policy Board, with Mayor Connie Marshall, Chair of the Growth Management Policy Board, as Co-Chair.
REPORT OF THE CHAIRS
Councilmember Earling introduced the following new members of the Transportation Policy Board: Councilmember Richard Conlin, City of Seattle; and Commissioner Mary Ann Huntington, Port of Bremerton. The new Transportation Policy Board alternates are Councilmember Julia Patterson, King County; Councilmember Nick Licata, City of Seattle; Councilmember Mike Short, City of Bremerton; and Mayor Bill Baarsma, City of Tacoma. Councilmember Earling also announced that Kitsap County Commissioner Tim Botkin has graciously agreed to serve as Vice Chair of the Transportation Policy Board.
Councilmember Earling noted the list of the countywides' priority transportation projects in the agenda packet and drew attention to a handout listing the Pierce County projects, which were not included in the agenda. He thanked Loren Sand and members of the countywide policy and technical groups who helped pull the lists together. He said he will share the package with the Executive Board later this month so it can be transmitted to our Congressional delegation for federal funding consideration in 2003.
Councilmember Earling announced the availability of the Regional Council's Draft FY 2002-2003 Supplemental Budget and Work Program. The Supplemental Budget and Work Program, which is an adjustment to the biennial budget adopted by the General Assembly in March 2001, reflects some additional grant funding and budget adjustments that provide a slight increase in the budget but does not include an increase in membership dues. The Operations Committee has begun reviewing the draft, which will be submitted to the Executive Board on February 28 and ultimately to the General Assembly for action on March 21.
Next, Mayor Connie Marshall introduced Councilmember Jane Hague, King County, as a new member of the Growth Management Policy Board, and Mayor Dave Hutchinson of Lake Forest Park, as a new alternate representing King County Cities and Towns.
COMMUNICATIONS AND CITIZEN COMMENTS
Paul W. Locke expressed his objection to federal funds being spent on transit, saying that instead the money should go toward rebuilding highways.
Philip Grega spoke about the importance of the Seattle Center as a regional destination and the need to have it directly served by a regional rail system connection.
CONSENT AGENDA
Transportation Policy Board:
- Routine Amendment to 2001-2004 Transportation Improvement Program (TIP)
- Recommend Changing Project Status from Candidate to Approved for Three Destination 2030 Projects
- Certification of Local Plan Amendment for City of Mukilteo; Information on Local PlanAmendment for City of Arlington
ACTION: Councilmember Pam Carter made the motion to approve the Transportation Policy Board consent agenda. The motion was seconded and carried unanimously.
