The Census 2000 Supplementary Survey (C2SS) is an evaluation program that was designed to demonstrate the feasibility of collecting long form-type information at the same time as, but in a separate process from, the decennial census.

DISCUSSION

The U.S. Census Bureau is currently in the process of reengineering its Decennial Census program by replacing the long form questionnaire, historically conducted every 10 years during the decennial census, with the American Community Survey, which will collect long form-type socioeconomic and demographic data throughout the decade rather than at a single point in time. Pending congressional funding, full implementation of the American Community Survey will begin in 2003.

The Census 2000 Supplementary Survey (C2SS) is an evaluation program that was designed to demonstrate the feasibility of collecting long form-type information at the same time as, but in a separate process from, the decennial census. The C2SS used the questionnaire and methods developed for the American Community Survey to collect demographic, social, economic, and housing data from a national sample of 700,000 households. The C2SS was administered in addition to, not in replacement of, the long form questionnaire in 2000.

Data collection began in November 1999 in 1,203 counties and ran through December 2000. Residents at approximately 58,000 addresses were contacted each month. Although the survey was conducted in only 1,203 counties, it is important to note that this size sample is sufficient to produce data for every state in the Nation, as well as for counties and most metropolitan areas of 250,000 in population or more.

C2SS Summary Tables are now available for the United States as a whole, the 50 states, the District of Columbia, and most cities and counties in the United States with populations of 250,000 or more. For Washington State, this includes Clark, King, Pierce, Snohomish, and Spokane counties as well as the city of Seattle. The results should provide some early insight into changes that have occurred in the region over the last decade, in preview of results from the Census 2000 long form questionnaire that will become available starting in spring 2002.

Technical Note: The Census 2000 Supplementary Survey universe is limited to the household population and excludes the population living in group quarters. Data are based on a sample and are subject to sampling variability. The degree of uncertainty for an estimate is represented through the use of a confidence interval, i.e. each estimate is reported along with a lower bound and upper bound. For example:
