Project Tracking - PSRC Funds July 2004 The successful implementation of VISION 2020 and Destination 2030 relies upon investment in a wide variety of transportation projects and programs by numerous implementing organizations. This report examines the types of investments that the region has made with its regionally managed federal transportation funds between 1991 and October 2003. It links historical data with the vision for the region's future contained in VISION 2020, as well as with the investment strategy and "Investment Principles" contained in Destination 2030. The policies and principles represent over a decade of work by regional policy-makers to create a strategy to build a transportation system that will support the regional long-range growth vision.
This monitoring report begins by presenting the policy context for the region's strategy for transportation investments. Chapter 1 provides an overview of the Regional Council's project tracking system and the Regional Transportation Improvement Program (TIP), including the distribution of PSRC's federal transportation funds since 1992. Chapter 2 reviews key elements of the project trascing system, such as fund obligation and expenditures, and project completions. Chapter 3 analyzes some specific policy issues relating to the transportation projects, systems and programs that have been completed and contains conclusions and recommendations. Information about the modes of transportation that have received funds and the distribution of funded projects around the region will assist the region's decision makers in determining how well projects have corresponded to the types of investments that are envisioned in ISTEA and TEA-21, the VISION 202 policy framework, and direction given in the Destination 2030 investment strategy.
