Policy and Plan Review

Under the Growth Management Act, the Puget Sound Regional Council is required to certify that the transportation elements in locally adopted comprehensive plans meet transportation planning requirements and are consistent with Destination 2030, the Metropolitan Transportation Plan. The Regional Council also certifies the countywide planning policies for consistency with Destination 2030.

Certification of local transportation elements is a requirement for jurisdictions that intend to apply for funding available through the federal Transportation Equity Act for the 21st Century (TEA-21). The review of local plans also provides an opportunity to share information and better coordinate local and regional planning efforts.

Policy and Plan Review Process
In September 2003, the Executive Board adopted the revised Policy and Plan Review Process guiding the Regional Council's review of local plans, countywide policies, and transit agency plans. Download the revised process.  [pdf]

Questionnaires
To facilitate certification review, four questionnaires have been developed explaining the requirements and providing a format for describing local jurisdiction plans and amendments. Questionnaire topics include Local Comprehensive Plans, Countywide Planning Policies, Transit Plans and Center Plans.
