The Regional Council took an important step in October 2003 by recognizing and supporting the critical importance that the region's rural areas play in the success of the region's long-range growth, economic and transportation strategy, VISION 2020. The Executive Board established the Rural Town Centers and Corridors program to achieve the following objectives:
- Provide financial incentives and assistance to bring together rural town center and rural highway corridor interests to jointly plan and implement much needed centers and corridors improvements while enhancing and preserving rural character
- Provide technical communications and resources for innovative ideas and new approaches to coordinated planning and implementation rural centers and corridors
- Encourage and enable updating local plans of rural towns and counties to incorporate center development needs and cost estimates along with highway corridor project needs and cost estimates that will be included in periodic updates of the region's transportation plan, Destination 2030.
