On January 25, 2001, the Executive Board of the Puget Sound Regional Council heard a briefing on Destination 2030 and concurred with an updated schedule that will allow more time for review and discussion of the draft plan.

"Policy board members and others have been extremely engaged in discussions. This is such a critical issue that it's just too important to rush through without getting answers to the questions members have been asking," said Councilmember Richard McIver, who chairs the Transportation Policy Board.

"We concluded we'd like more time to produce a better product with more understanding," McIver said.

When complete, Destination 2030 will be a comprehensive plan for the region's investments in road, bus, ferry, bike, pedestrian and rail systems through 2030, and will include an early action strategy for what gets done in the next 10 years.

"We feel strongly that the extension would benefit us all in making sure we have a good plan and have good discussion, and when we make a decision, that everybody's had an opportunity to participate," said Councilmember Dave Somers, chair of the Growth Management Policy Board.

The Executive Board also concurred with the appointment of the 2001 Nominations Committee, which is tasked with nominating the President and Vice President of the Regional Council at the March 29th General Assembly meeting.

The members named to the committee are: Executive Bob Drewel, Snohomish County (Chair); Mayor Ed Hansen, Everett; Councilmember Carol Arends, Bremerton; Commissioner Tim Botkin, Kitsap County; Executive Ron Sims, King County; Councilmember Sue Singer, Auburn; Executive John Ladenburg, Pierce County; Councilmember Doug Miller, Tacoma; and Commissioner Aubrey Davis, Washington Transportation Commission.

The Executive Board also approved the appointment of an ad-hoc committee, chaired by Executive Bob Drewel, to conduct the tri-annual review of Executive Board representation called for in the Regional Council Interlocal Agreement.

The Interlocal Agreement states that the distribution of county and city representation on the Executive Board, between and within counties, shall be reconsidered every three years based on current population data provided by the state Office of Financial Management. The ad hoc committee will report back with a recommendation at the April 26th Executive Board meeting.

Members named to the ad hoc committee are: Executive Ron Sims, King County; Councilmember Jan Drago, Seattle; Councilmember Mary Gates, Federal Way; Mayor Chuck Mosher, Bellevue; Commissioner Tim Botkin, Kitsap County; Councilmember Carol Arends, Bremerton; Executive Bob Drewel, Snohomish County (Chair); Mayor Tina Roberts-Martinez, Lynnwood; Executive John Ladenburg, Pierce County; and Mayor John Williams, Milton.

The Executive Board also approved an amendment to the regional Transportation Improvement Program (TIP) containing six projects sponsored by the Washington State Department of Transportation. The six projects are:

  • I-90: Safety improvements (near Snoqualmie Summit)
  • SR-3: SR-303/Waaga Way interchange (Silverdale vicinity)
  • SR-3: Off-ramp signal system (Bremerton) and Access Realignment (Poulsbo)
  • SR-303: Port Washington Bridge painting (Bremerton)
  • Passenger-only vessel acquisition for reliable back-up service between Kitsap Peninsula and Seattle
  • Upgrades to six auto ferries: Cathlamet, Kittitas, Walla Walla, Klahowya, Tillikum and Elwha

In other business, the Executive Board:

  • authorized a contract for a market analysis and parking study for the City of Sumner as part of the Regional Council's Transit Station Communities Project;
  • authorized a contract for consultant services for the documentation, support and update of the Regional Council's small area demographics estimation model; and
  • completed the annual performance review for Mary McCumber, the Regional Council's executive director.
