The Executive Board of the Puget Sound Regional Council approved Assessing the Effectiveness of Concurrency - Final Report.

The final report includes recommendations crafted by the Growth Management Policy Board during a series of meetings held throughout the spring. The recommendations provide guidance for tasks the Regional Council can undertake to help localities in their concurrency efforts, while other recommendations are geared directly to local jurisdictions for consideration. The recommendations include policy, technical, research, and legislative activities, and fall into eight key issue areas.

The Executive Board adopted revised reprogramming policies for the regional Transportation Improvement Program.

The revisions aim to expedite the obligation process to ensure that regionally managed funds are used in a timely and efficient fashion. The new policies establish time periods for reprogramming funds from one project to another and for requests for obligation date extensions. Funds not obligated or extended during the newly established time frames would return to the region's funding "pot" for the next project selection competition.

The Executive Board held a special work session to discuss the future endeavors of the Puget Sound Regional Council as it begins its search for a new Executive Director. Mary McCumber announced earlier this year that she will retire at the end of 2003.

David Harrison, Senior Lecturer at the Evans School of Public Affairs at the University of Washington, facilitated the discussion and provided some thought-provoking questions. The discussion helped identify the accomplishments the members of the PSRC are the most proud of and provided a framework for potential improvements to the agency's planning practice. A summary of the discussion will be available within the next few weeks.

In other business, the Executive Board:

  • Authorized the change in project status from "candidate" to "approved" for four Destination 2030 projects: Sammamish Park and Ride, I-5 Northbound Auxiliary Lane, I-5 at SR-531/172 St. Interchange Design and Right-of-Way phases, and SR-99 at Galer Street Pedestrian Overpass.
  • Adopted a routine amendment to the Regional Transportation Improvement Program (TIP), updating information for projects sponsored by Fife, Kent, Tacoma, and the Washington State Department of Transportation.
  • Certified local plan amendments for Des Moines and Federal Way
