On October 24, 2002, the Executive Board of the Puget Sound Regional Council approved the 2003-2005 Regional Transportation Improvement Program (TIP).

The 2003-2005 Regional TIP includes 111 roadway, transit and multimodal transportation projects within King, Pierce, Snohomish and Kitsap counties that received new funding during this planning cycle. Six of the projects were selected for funding through the Regional CouncilŐs Regional Project Competition. All projects included in the TIP are consistent with Destination 2030 and meet federal, state, and local planning requirements. The 2003-2005 TIP had a positive air quality conformity finding.

The Executive Board was briefed on draft transportation revenue forecasts for use in the biennial update of the 10-year Action Strategy, including information about the potential effects of Referendum 51 on transportation revenues.

The Action Strategy describes the regionŐs investment priorities, revenue forecasts, and revenue shortfalls in implementing the first decade of Destination 2030. The biennial update is scheduled to be completed in November 2002.

The Executive Board authorized a contract for the new Rural Town Centers and Corridors Project.

The Policy Framework for the 2002 TEA-21 TIP Process set aside funding for a new pilot program to integrate town center and roadway capacity needs planning in rural areas. This project will bring together local, regional, and state interests in approximately five sub-regional rural corridor area workshops to discuss design and transportation issues and options and identify unique concerns and special needs associated with rural town center development plans.
