The Executive Board approved the 2003 Air Quality Amendment to the regional Transportation Improvement Program.

The amendment included 19 regionally significant projects including the South Lake Union Streetcar, the Seattle Monorail Green Line, as well as I-90 Two Way Transit and HOV. All of the projects were modeled for air quality conformity and received a positive finding.

The Executive Board adopted revisions to the Policy and Plan Review Process.

The primary revisions illustrate the work the policy boards have been doing to implement Destination 2030, including regional guidelines for reviewing plans, physical design guidelines, review of regional growth center plans, and guidance for reviewing transit agency plans.

Councilmember Richard McIver, Puget Sound Regional Council President, announced the members of the 2004 VISION 2020 Awards Selection Committee.

Nominations open October 1 and run until December 31, 2003. The committee will be chaired by Councilmember Richard Conlin, and will include Councilmember Dave Gossett, Councilmember Mary Gates, Councilmember Pam Carter, Commissioner Chris Endresen, Mayor Katrina Asay, Councilmember Terry Lee, Councilmember Bob Overstreet, Lee Copeland of Mithun, and Bruce Lorig of Lorig and Associates.

Mary McCumber will be receiving the "Larry Dahms Lifetime Achievement Award" at the October Association of Metropolitan Planning Organization's annual meeting.

The award recognizes Mary's leadership over the last decade in crafting the Washington State Growth Management Act, building an effective long range growth and transportation strategy, and establishing the Regional Council as one of the premiere Metropolitan Planning Organizations in the country.

In other business, the Executive Board:

  • Adopted a routine amendment to the regional TIP, updating information for two city of Auburn projects, one city of Fife project, nine city of Issaquah projects, one city of Kent project, twelve Pierce County projects, and four Washington State Department of Transportation projects.
  • Certified local plan amendments for the city of Fife.
  • Authorized the change in project status from candidate to approved for three Destination 2030 projects: SR-161 Widening (204th St. E. to 234th St. E.) sponsored by the Washington State Department of Transportation (WSDOT), SR-161 Widening (Jovita Blvd/Milton Way to SR-18) also sponsored by WSDOT, and California Street Overcrossing sponsored by the city of Everett.
  • Refined Destination 2030 to include a WSDOT project to add HOV lanes between S. 284th and S. 272nd on SR-99.
  • Received information on the 2003 PSRC weighted votes.
