February 12, 2004 The Transportation Policy Board recommended adoption of the Policy Framework for the Puget Sound Regional Council's Project Selection Process. The policy framework guides the selection of projects to receive regionally managed STP, CMAQ, and FTA funds. The recommendations focus STP and CMAQ funds to projects in centers and connecting corridors with 60% of available funding directed to the regional project competition and 40% to the countywide project competitions, continue financial support for the rural town centers and corridors program, and call for the development of a second list of priority projects to be used as backup in case any additional funding becomes available. The Transit Operators Committee is recommending a new project selection process for PSRC's FTA funds. The Executive Board will review the recommendations for the new policy framework on February 26. The Transportation and Growth Management Policy Boards recommended certification of the 2003 Amendments to the Kitsap County Countywide Planning Policies. The policies designate two additional centers: Silverdale as a regional growth center and the South Kitsap Industrial Area as a manufacturing/industrial center. The Boards welcomed the new centers and found that the changes conform to the Multicounty Planning Policies in VISION 2020 and are consistent with Destination 2030. The Policy Boards enjoyed the recently developed VISION 2020 Update Video: What's Next?, which will be used at five upcoming open houses, and sent to city councils and planning departments around the region. The video was followed by a detailed report of the results of the December 12th workshop, which was attended by over 140 people and produced over 500 written comments. The results of the VISION 2020 Scoping Survey, which involved 915 citizens and gauged perceptions of quality of life and regional priorities, were also presented. The public comment period for scoping ends March 31. A decision on the scope of work for the update will be made this summer. The Transportation and Growth Management Policy Boards were briefed on the development of the draft supplemental budget and work program for fiscal year 2005. The draft supplemental budget updates the Regional Council's transportation, economic and growth planning activities for the fiscal year 2005. The Operations Committee, chaired by Executive John Ladenburg, is overseeing the process. The Executive Board will consider the budget at its February meeting and will recommend action by the General Assembly at its annual meeting on March 25, 2004. The Transportation Policy Board discussed the Washington State Department of Transportation's (WSDOT) Congestion Relief Analysis. Mike Cummings of WSDOT presented information about the effort and gathered comments and input from policy board members to help guide the process. The Congestion Relief Analysis is an analytical study to determine what it would take to achieve congestion relief in the state. The study will identify travel demand in metropolitan areas, evaluate potential multimodal solutions to meet the identified travel demand, and develop a performance report analyzing cost, impact and benefits of various levels of congestion relief strategies.
