  Transportation Policy Board and Growth Management Policy Board

The Transportation Policy Board recommended approval of the Regional Commute Trip Reduction (CTR) Plan.

The Regional CTR plan is based on the requirements established by the Washington State CTR Efficiency Act, which provides for concentrated CTR efforts in areas of high density and traffic volumes. PSRC worked with jurisdictions to assist in the development the requisite local CTR plans.

The Transportation Policy Board released six transportation projects for public review and comment.

All six projects were previously approved by PSRC in July 2007 as part of a larger list of projects receiving PSRC federal funds; however, these six projects are new to the region and require a public comment and review period before they can be included in the regional Transportation Improvement Program (TIP). The projects are Carnation's SR 203 Tolt Ave redevelopment plan, Eatonville's SR 161 Rural Town Center and Corridor Program, Kitsap County's Miller Bay Corridor Suquamish Safe Routes to Schools Projects, King County's Avondale Road ITS Project, Everett's SR-99 Evergreen Way BRT Transit Signal Priority Improvements, and Kitsap Transit's Replacement Van Purchase.

In other business, the Transportation Policy Board:

  • Enjoyed a second presentation on regional growth and transportation patterns in preparation for the 2010 Update to Destination 2030. View the presentation online at psrc.org/tpbgrowthandtrans2.pdf.
  • Welcomed John Sibold, Aviation Director for the Washington State Department of Transportation (WSDOT) for a presentation on the Long-term Air Transportation Study.
  • Received a briefing on the status of the Regional Passenger Only Ferry Study.
  • Recommended approval of a routine amendment to the Regional TIP updating information for one King County, three WSDOT, and one Redmond project.
  • Recommended certification of Comprehensive Plans for Clyde Hill, Medina, Normandy Park, and SeaTac, Comprehensive Plan Updates for Index and Woodway, and Comprehensive Plan Amendments for Yarrow Point.
  • Recommended approval of a minor amendment to Destination 2030, refining the existing projects New Tacoma Narrows Bridge and all three stages of the I-90 Two Way Transit and HOV Operations.
  • Recommended authorization of changing the project status for four Destination 2030 projects, Kitsap's SR 16 Burley-Ollala Interchange and Puyallup's Shaw Road Extension from candidate to approved, and North Snohomish County Park and Ride at Arlington/Smokey Point as well as SR 410 from 214th Ave, E. to 234th Ave. E. Widening in Bonney Lake from candidate to conditionally approved for early right of way acquisition.


    The Growth Management Policy Board recommended certification of the comprehensive plans for Clyde Hill, Index, Medina, Normandy Park, SeaTac, Woodway, and Yarrow Point.

    The board found that the plans meet Growth Management Act requirements and are consistent with Destination 2030, the region's transportation plan. The board asked staff to add a brief statement regarding the need for cities to continue to look for opportunities to provide a range of housing choices within their communities.

    The Growth Management Policy Board discussed current and upcoming work on the VISION 2040 growth strategy, including:

    VISION 2040 public event and open houses: The board reviewed a summary of comments heard at the VISION 2040 public event on August 1st and the four open houses held during the summer.

    Early status report on public comments: The board heard a report on the comments received during the public review of VISION 2040. All of the comments are available online at psrc.org/projects/vision/comments/commentletters.htm.

    Next steps: In the fall and early winter, the Growth Management Policy Board will work with the Transportation Policy Board and the Economic Development District to address edits to the VISION document that were proposed in writing during the public review period.

    The board members will work with preliminary recommendations developed by the Regional Staff Committee and PSRC staff to incorporate changes and publish a final VISION 2040 and Final Environmental Impact Statement early in 2008.
