Project sponsors can access the Formsite Screening Form and Application Portal using the link included at the beginning of the Screening Form and Application Checklists and Guidance included in the Call for Projects Resources provided above.   

Project sponsors can use the same username and password used for prior PSRC funding competitions and monthly TIP amendments accessed via WebApps, provided a # symbol is added to the end of the WebApps password when signing into Formsite.

Public agencies – including cities & towns, counties, transit agencies, Tribes, ports, etc. – are eligible to submit applications and be awarded grants.

However, to be eligible to receive PSRC funds, a project sponsor must either have CA status or designate a sponsor agency that has CA status. If CA sponsor is identified, project sponsors must provide PSRC with either an email or a letter from the sponsor agency confirming that they are willing and have the capacity to serve in that role.

Projects eligible for the Rural Town Centers and Corridors Program include any project eligible under the broader Surface Transportation Block Grant Program. 

The particular focus of the RTCC funds are to support rural town centers, so projects must be in or support a locally designated center. Refer to the eligibility [PDF/313KB] information provided in the Call for Projects for more information.

There are three primary requirements related to planning consistency that projects must meet.

• Projects must be in or consistent with the local comprehensive plan of the jurisdiction in which the project is located.
• Agencies may compete in the Winter 2026 project selection processes before their updated comprehensive plans have been certified by PSRC.  However, agencies must have received full or conditional approval from PSRC’s Executive Board before recommended projects are approved in July.
• Projects must be in or consistent with the Regional Transportation Plan.  Certain types and size of projects must be listed explicitly on the Regional Capacity Projects list in order to be eligible.

Project sponsors may request up to the annual amount available under the RTCC program, or $3.035 million. Funding requests are limited to two applications per agency.

Sponsors may request funding for any single phase. Given the stringent expectations for project delivery and the potential risk of losing regional funds, sponsors applying for PSRC’s FHWA funds may request funding for a single project phase. Requests for multiple phases are not allowed.

All project phases will have an obligation deadline of June 1st of the year awarded.

For the phase requesting PSRC funds, full funding of that phase must be reasonably demonstrated with the combination of PSRC and all other funds. Financial Constraint Guidance on secured, reasonably expected or unsecured funds may be found on PSRC’s website.
