House Transportation & Infrastructure (T&I) Committee Request for Stakeholder Proposals
The T&I Subcommittee on Highways and Transit is requesting policy and funding legislative proposals from stakeholders as the Committee begins efforts to reauthorize surface transportation programs. Many key programs authorized by the Infrastructure Investment and Jobs Act (IIJA), including the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), and the behavioral safety programs at the National Highway Traffic Safety Administration (NHTSA), must be reauthorized by the end of September of 2026.
Stakeholders should submit legislative proposals to the Committee no later than 3 p.m. (PT) on Wednesday, April 30, 2025. Stakeholders will be required to submit a letter summarizing the organization’s priorities. For an example of funding priorities, please see PSRC’s Surface Transportation Reauthorization Document. Submittals may include suggestions for program improvements or streamlining.
FEMA Building Resilient Infrastructure and Communities (BRIC) Program
On April 4, 2025, FEMA announced that it would terminate the BRIC program. FEMA released an advisory with updates about existing BRIC program awards:
- Recipients will be able to complete fully obligated projects that have started construction and will be able to expend all associated funds. FEMA will also obligate management costs associated with partially or fully obligated projects.
- The funding opportunity for FY 2024 has been cancelled.
- All projects that are fully obligated but have not started construction will not be approved and will be terminated.
- For phased projects, FEMA regions will work closely with applicants on already obligated projects to determine the best path forward for those projects. This may include ending the project after the completion of Phase 1 or at another appropriate stopping point.
- FEMA will not be extending project deadlines without review by senior administrative officials.
