Evaluates demand for new passenger-only ferry (POF) service to connect communities throughout the 12-county area surrounding Puget Sound. Includes Puget Sound, Lake Washington, and Lake Union. Examines potential new routes and landing sites, and costs. Also documents recommendations for electrification of POF and analyzes carbon emissions by mode. Study commissioned by the Washington State Legislature in SHB 1160.
