Housing Incentives and Tools Survey

Local jurisdictions are doing more to address housing access and affordability than in past decades. Since 2019, updates to regional policy, new resources and guidance, as well as state funded grants, have all helped to support local housing work.

PSRC fielded a survey of local jurisdictions in the summer and fall of 2025 to understand the tools, policies, and programs being used to encourage housing development, promote housing stability, and support equitable outcomes. The survey builds upon previous versions from 2019 and 2022 and focuses on the regionwide updates to local comprehensive plans completed in 2024 and 2025.

The survey is an important implementation step of the Regional Housing Strategy and documents the region’s progress to support local and regional housing goals. A total of 64 responses were collected from cities, towns, and counties representing 90% of the population in the central Puget Sound.
