Unified Planning Work Program (UPWP) Questionnaire

Complete this form if you answered “Yes” to Question 15 in the TIP Application.

Any project in PSRC’s region with a planning phase that uses federal transportation funds must have the planning phase included in the PSRC’s UPWP. In addition, other transportation studies and transportation-related air quality planning activities must also be included.

Example: To prepare the first phase of the freight and goods element of the comprehensive plan to enhance the efficient movement of freight and goods.
Example: (1) Develop freight and goods database surveys of major commercial and industrial interests. (2) Develop freight and goods model for needs identification and for forecasting. (3) Identify alternative systems: programmatic and operational approaches along with future options.
Example: (1) Freight and goods database (12/01). (2) Freight and goods model (4/02). (3) Draft and final facility and access guidelines and policies (2/01 to 6/02). (4) Phase II scope of work for analysis of alternatives and final plan recommendation (1/02).
Example: City or county councils, transit boards, the Washington State Transportation Commission, etc.
