The region's population is aging and the need for specialized transportation services is growing.
The Coordinated Mobility Plan (Coordinated Transit-Human Services Transportation Plan) describes how transit agencies, human service agencies, school districts, and other transportation providers can work together to improve regional mobility for people with mobility and accessibility needs throughout King, Kitsap, Pierce, and Snohomish counties. The plan provides a four-year implementation plan for transit and specialized transportation networks described in the Regional Transportation Plan. The current plan was adopted by PSRC’s General Assembly on May 28, 2026.
People with mobility, accessibility, or other special transportation needs, as defined in state law (RCW 81.66.010), include individuals who, due to age, physical or intellectual disability, income status, or other barriers, are unable to transport themselves or afford transportation, and their caregivers.
Updated every four years, the Coordinated Mobility Plan is the region’s blueprint for planning, funding, and coordinating prioritized strategies that serve people with mobility and accessibility challenges. PSRC uses this plan as a basis for making recommendations for specialized transportation funding available to the region.
