Regional Transportation Plan Scenarios

Four scenarios were developed for the draft RTP, representing distinct levels of investments and new revenues. Details on what is included within each scenario, as well as analysis results across key performance metrics, can be found on the Scenarios page.

Public Opinion Survey

In March 2025, PSRC surveyed residents in King, Kitsap, Pierce and Snohomish counties on the topics of safety and transportation. More than 2,000 respondents provided feedback. Key takeaways include:

  • Traffic congestion, public transit, and road maintenance are dominant concerns.
  • While not as top of mind, residents are concerned about road safety. Improving safety for road users is a priority to residents, especially for drivers, as well as pedestrians and bicyclists.
  • Residents tend to see other drivers' behaviors as a bigger contributor to safety problems then a lack of safety infrastructure.
  • That said, most support changes to the built environment when connected to how those changes can alter driver behaviors and build safer driving into the system.
